Hey guys i need some help. I was driving home and punched it and after a little bit my check engine light came on. I took it to the local auto zone and they told me that the tachometer has a open or short circuit. now i dont understand what this means because everything seems to be working fine on the instrument panel but if i try to hit it again the "VVTL-I" wont kick in and it doesn't let me go past 7000 rpm. Im a beginner mechanic so excuse my ignorance. Any help would be appreciated. I have a 2002 celica gts auto

update : I cleared the code and it came on again
1693 OCV for variable valve timing close malfunction
